Not on my watch
Not on my watch in the Navy is a literal term. It refers to the "watches" each Officer oversees. Read about it here.
When it is used today, outside of the military, it's meaning is that whatever happens when someone is overseeing it is on them so by stating "not on my watch" the person in charge is saying it cannot happen.
